I took this while speeding by on a Shinkansen in late October (not this year). We also saw it pretty clearly from the Park Hyatt. From reading this thread, it appears we got very lucky.
I agree with the others; if you really want to do this and want it affordable, take an early Shinkansen and hope for the best but temper your expectations. Otherwise, go to a tall building. Or stay at the Park Hyatt and keep your eyes peeled.
