Yeah, probably. Since you aren't making enough to meet the minimum, you probably don't make enough for them to give to the card.

I asked my accountant the question about filing or not for next year when I plan to work overseas in 2026, and he said:

Living abroad does NOT exempt you from filing, even if you qualify for the Foreign Earned Income Exclusion (FEIE) or Foreign Tax Credit (FTC) — those reduce or eliminate tax, but you still must file to claim them. ---

2024 Tax Year Filing Thresholds (for returns due April 2025) You must file if your gross income is at least: Single Under age 65: $14,600 65 or older: $16,550

So yeah. If you didn't make close to $20k, you probably won't get approved.
