This may have been asked and answered, but my search skills aren't finding anything...

Are all 1Ks/Plats/etc considered the same as far as upgrades go? IE - Would a 1K who just narrowly missed GS have the same upgrade priority as a 1K who just narrowly made 1K (with it then going to tie breakers of fare class etc)?
