Then Chicago still wins. He hates Illinois, so he won’t move it there, thus the (hopefully) relatively lower costs and transportation benefits should still apply. I’d say it’s very unlikely any cities get moved, as larger stadia with World Cup level facilities aren’t a dime a dozen. While there are lots of natural grass fields for American football at colleges and universities, that pitch is too narrow at almost all of them.
For that matter, MSP and DTW are viable too (if DL is your jam or best choice), but the attractions are a little thinner there. The best point is there is a decent argument to lock in an airfare TATL before the draw, as things like the OW DUB-NA-MAD shuffle are 180 days in advance for the best fares in J, for instance.
The actual mechanics of attending games will depend on things like the Dallas location having about twice the capacity of Toronto. Internal NA airfares will be impacted, but I doubt in anything like the potential amounts of TALT fares.
