Checking some flights for the upcoming period, I see that many of these cheap fares are now in N or R, which based on this chart do not award miles (or XP).
I accidentally booked myself a flight out of HEL instead of TLL (yeah...) recently, so I had to rebook. The HEL was still booked in O as usual, but TLL booked into N (despite being twice as expensive). So both classes are being used.

N also seems to be a higher booking class than O. I checked some random dates in April for HEL-ARN on Matrix and O prices at 36€, while N prices at 66€. It therefore doesn't make sense for N to not earn miles while O does. FB needs to update the SK earning chart.
