I emailed them asking this very question. Apparently carry forward for this year is based on this year's rules:

With reference to your query regarding the earning of 200 Tier Elite Points (TEPs) this year, please be informed that the Tier Carry Forward (TCF) will be applied in accordance with the current Enrich programme rules. As such, the maximum number of TCF that can be carried forward is capped at 50 TEPs.
