Every franchise owner/management company/local manager/desk supervisor/desk agent has their own spin on upgrading. Hilton provides properties with guidance as to what you should do with upgrades but if you ignore that (and most do), there is no penalty just like there is no incentive if you follow it.
My typical Diamond upgrade - "We've upgraded you to an Executive room which includes lounge access!" Me - "But it's the same size room and I already get lounge access"
