I would expect lap infants to fall into the same processing rules as MP award tickets
When on an entirely UA-operated itinerary, the fare has indeed been $0.

Looking at one of the kids, she has some PQF, PQP, and RDM in her account, but 0 lifetime flight miles. Looking closer, that's because the only time this kid has had her own seat was on a CM-operated itinerary. She's had many segments and miles on UA operated flights as a lap infant, but only her own seat on one particular CM-operated itinerary.

So indeed it appears that BIS miles are only Butt In (your very own) Seat miles.
