Yes! I just flew out of KIX flying CX on Nov 10. Used the KIX Lounge Premium upon departure. It's upstairs after you exit the main duty free store (? near gates 20/21 if I recall correctly). There's a buffet and also a QR code on the table for table service. Bar on the side - it's not always manned, but when you stand there, one of the staff will head there. It was very quiet when we entered around 2pm, but it got busier after 3pm.
