Absolutely, but what we're talking about is people getting some portion of the $150 credit they wouldn't otherwise have a use for. If one buys a ticket as close to $150 as possible without going over and then tries to resell it, anything they get is better than nothing, and there's no chance of taking a loss, even if it goes to waste.
i think stubhub charges 15% to sell the ticket. my colleague bought a ~$200 ticket and he couldnt sell it. sold at a very low price very close in. all i know is after the fees and stuff, he still made a small loss, and he spent time researching and weeks fretting that his ticket wont sell and he will make a loss (well he did anyway)
