Absolutely, but what we're talking about is people getting some portion of the $150 credit they wouldn't otherwise have a use for. If one buys a ticket as close to $150 as possible without going over and then tries to resell it, anything they get is better than nothing, and there's no chance of taking a loss, even if it goes to waste.
