LH should see it that way: the perks on occasional weekend trips in Eco with partner/family make it more likely that the partners/families will accept that the HON keeps flying enough C and F to keep the HON status.
I would go the opposite way and do what SQ does for TPPS. Introduce a supplementary Hon card for spouses, given the value Hons bring to the airline.
Works well in SG (and it is not exactly a low cost kinda place to begin with — so no excuses LH).
