You do not cross (bridge) to the pick up area. It was on the ground level and used to be marked.
I've never needed it and hence never looked for it, but for what it's worth the website does mention it

Shuttles run approximately every 20-30 minutes.

Terminal 1
From Baggage Claim, take the elevator or escalators down one level to Level Zero and exit the building. Take the pedestrian crosswalk toward the covered parking garage to the shuttle stop.

Terminal 3
At Terminal 3, the shuttle bus stop is located on Level Zero in the center of the curb.
Is Level 0 at T3 just the arrivals level? Due to how T1 is configured, my mind instinctively thinks of Level Zero as being one level lower...
