As of today, I'm afraid so. I booked QR146 (15:20)-QR816 on my missus's account when I was having my hair cut, and didn't realise I should be booking QR142 (22:15)-QR816 until I got back to my office.
Neither QR chat nor QR Guangzhou call centre was able to change QR146-->QR142 in isolation, so I had to redeposit the wife's award with Guangzhou call centre (with her on the line) and risk book again.
No <24h exemption to US$25 cancellation fee
But the Avios came back in 20 minutes (the seats almost immediately) and I was able to make new QR142-QR816 booking.

Yes 20 minutes. Thanks for posting earlier, it was reassuring for me to actually go ahead with the cancellation over the phone.
P.S. I later made my booking without incident. However, I can't associate our bookings (set my TCP to hers and vice versa) on QR chat - have to call Guangzhou call centre again (who seemed to get it done).
