Worth noting that IAD-LAX/SFO are high-volume routes. Using a low density A321 might not be the right capacity choice especially since IAD is a banked hub. Both LAX and SFO have widebody service already.
Also hubbed by UA on both ends and on SFO-IAD UA has a near-total monopoly on the citypair so there's no need. BOS market is both wealthy and competitive, not to mention WAS tends to lack premium demand as government rarely if ever permits premium cabin.
