I don't think the typical American customer would file a complaint with the UK's Civil Aviation Authority, rather they would just accept AA's contention that EU/UK 261 never applies to them. Which I guess is a win for AA as they avoid paying out in 99% of cases.
Going to CAA will serve noreal purpose here - there is no question that the 261 regulations apply. If you are unable to use a UK address , I would suggest using one of the claims companies and getting it to handle the issue - it will take some of te payout, but can hanlde it for you
