I don't think the typical American customer would file a complaint with the UK's Civil Aviation Authority, rather they would just accept AA's contention that EU/UK 261 never applies to them. Which I guess is a win for AA as they avoid paying out in 99% of cases.
It's not clear whether a U.S. small-claims court would enforce a U.K. law. A better strategy might be to contact an organization like elliottadvocacy.org and see if they will go to bat for you.
