Not done that journey regularly for a few years. But the only thing that has probably changed is taxl/Grab fares.
Taxi/Grab is going to be much the quickest.
Subway----the three changes are fairly easy. The first one at Tanah Merah is just a walk across the platform. At City Hall I'd consider going out and taking a taxi/Grab.
The 36 bus is not much slower than subway. Apart from one of the better food courts it is a pretty uninteresting route.
