I heard back from Customer relations and heard nothing from the EU claims team, although the customer service rep said she had them review and she told me she was trained in EU261/UK 261 although when I was talking to her she was clueless but so convinced she was right she refused to listen. The irony is her reply is basically saying AA are never liable for a 261 claim. I even directed her to AA's website when it talks about the downgrade compensation (although I admit the language there is poorly written)
Just initiate the claim throug CEDR - AA may well just realise it will have to pay and pay up straight away without any need to wait for adjudication

It is bizarre that the airline would have people unaware of the obligations of UK261/EC261 - it does make me wonder whether it is just deliberately denying and hoping you will just go away
