Lower altitude flying is covered by "TRACONS" (i.e. departure/arrival route controllers), vs. ENROUTE Centers (high altitude). If the Enroutes are short-staffed and can't handle the traffic, flying lower in airspace that is better staffed can allow a flight to proceed. But of course flying lower/slower has a large fuel penalty as the air is denser.
