Crazy to ask for stuff in pdf. Crazy to ask for both sides of a card as one file. Japanese website forms are just weird
I am not tech savvy by any means. There is an app you can install on your phone, and if you choose "ID card" as the type of document, it will automatically create a collated-front-and-back-single-document-in-pdf. Very easy. That is how I submit my documents these days, including to the Japan TTP.

Likewise with the ID photo. I "scanned" one using my phone.
