No, the OP's 7 hour connection was on the way to BRU, during which time he/she went into London.
The OP's delay was leaving BRU after their trip, sounds like long lines at BRU exit immigration.

The OP can fill us in on their flight details if they wish but not sure where you reading IAD into this? They presumably just flew back home BRU-XXX (maybe connecting in LHR again on the way back to XXX) after spending a few days/week/whatever in BRU, nothing circuitous about it.
