EVA plans to upgrade half of the current 77Ws interior so I would assume those will get the wifi upgrade. The other batch of older 77Ws that are going away will be replaced by 351s and not updated. However, if the 789 and 781s wifi are also poor then I think the realistic problem would be letting everyone use it for free. EVA has extended the free wifi program till December so it's going to be a disaster for Business Class passengers till then.
