My somewhat educated guess is that the A320neo can fly a thinner route for not much more cost than the A319ceo, while maintaining the operational flex to provide more lift when it is needed. This educated guess takes into account thing such as more efficient fuel burn, cheaper landing fees at airports (like LHR) where noise is factored in to cost etc.
A319neo leaves no headroom in the event there is a need for larger aircraft in future.
BA aims to fly these aircraft up to about 60,000 hours or 24 years use. Comments above apply - a A319 makes less sense at Heathrow. It’s surprising that AF keep flying A220s - very few operators fly into LHR with smaller aircraft.
BA has replacement aircraft on order for A319 and they are all A320/321s!
