It's similar to airlines being willing sometimes to sell full Y or full J tickets on flights that are already sold out or to make guaranteed availability a feature for some government/corporate fares and/or some customers with high elite status.
But there aren't (m)any earlier reservations in the OP's examples as they're all 11 months away. Far more likely that the hotels haven't set their rates properly for dates that have just been released
