It's not non-refundable, it just has a 21 day cancellation policy. If the stay you are booking is within 21 days of today for a one night stay then it's the same difference, but for further out stays there is a chance to cancel without penalty, and for stays of more than one night the penalty is only the first night and not the entire stay.

Ah, they don't make that clear that they're counting 21 days. Of course, that's a pretty onerous cancellation policy to save a few bucks. I even suspect it harms Hilton because it leads to unhappy customers and also to people booking away to other hotels that have more reasonable cancellation policies for their discounted rates. This is what the major US airlines figured out when they relaxed most of their own onerous cancellation policies.
