The gist of it is that BA think business travel has dropped due to WFH in UK.
Based on where I work, and the tech industry in general, I would contend this is not really the case anymore. I and colleagues are flying for work just as much - if not more - than before CV19, although we can still work from home 2-3 days per week.
The only difference is that we are not tied to BA anymore for our travel, thanks directly to the BAC changes (and yes we can choose within budget parameters). There's just no incentive or reason to do so. This will drop further once any remaining status gets flushed out.
They must surely have realised this was likely for short haul business travel in Europe when implementing the change.
