UA is not stupid. Waivers -- including this one -- pretty much invariably only include flights that have already been purchased before the waiver comes into effect.
Honestly, it's a pretty good rule of thumb for life: when you run into a situation where you think you've found a loophole, and it depends upon hundreds or thousands of other people being completely clueless -- you've probably missed a caveat.
