It took nearly two hours for me to get a callback. However, I called again around 9pm ET and got through to an agent in <10 minutes. May just be a case of YMMV.

SMF isn’t on the list of affected airports, so I’m thinking that (for purposes of statistical compliance) a SEA<>SMF turn is a less likely candidate for cancellation than, say, SEA<>SFO
OTOH, hub-to-hub flying will more likely be prioritized. SMF, arguably being a secondary airport for SFO, could be at risk - but probably not as great a risk as a tertiary airport like STS.
