But according to the wiki above in fact checking the Business upgrade box also waitlists me for a PE upgrade.

As the Wiki notes, that is the way the system works.
As far as I know the only way to get around this is if it looks like you are not going to clear into J a few hours before it goes to the gate (by looking at the list, where you are and the number of J seats available) is to cancel your eUp request entirely.
