Per FAA/DOT they are not doing any restrictions on international flights so any international flights being cancelled is due to other reasons.

That is not to say that international flights can't/won't be affected - any large-scale network disruptions can lead to stranded crews or assets but presumably since these are advanced cancellations those impacts should be rare/minimal.

We're out of peak-TATL flying so this shouldn't be the case, but one cascading implication could be upgauging of hub-to-hub flights and select outstation flights with widebodies to add capacity on critical routes that will see growing demand as others are cancelled. I doubt that happens at 10% cuts, but if we move from 10% to 20 or 30% cuts I could see international flights being cut/axed to upgauge domestic routes more critical to the overall network.

I say this because this is a weird situation. Normal IRROPS reliever are hub redeployment - but any time you are taking a flight that was done with one leg and moving it to two legs, you're actually increasing overall system demand. So it's more complicated than the normal strategy of just redirecting people to hubs.
