It's not like I'm a super-frequent flyer. But I do fly regionals 10+ segments a year (mostly DL) and this is the first time I've seen this.
I guess you haven't flown out of BOS - it seems to be standard practice among the GAs here to count the number of rollaboards when boarding the 170/175 (and we get a ton of those) - usually tracking on a piece of paper, but I've seen clickers and phone apps as well - and make everyone gate-check after they hit I think 23 or 25 (although definitely not 20).
I personally don't mind since I'm almost always able to clear into C+ and usually they hit their number in group 5 (or later), and since Republic boards 25 min before departure it probably helps them leave on time as well
