It is to DL's advantage to have inflated numbers at each program level so that we are incentivized to personally disadvantageous spending patterns in order to compete with the peer group for benefits.
And how serendipitous for DL to be able to roll this out just as the prospect of a mileage run is less enticing now that air travel (at least for now) has become an even greater PITA.
DL's marketing team is genius - IMO they're the best of the Big 3 at getting more and more people to spend more and more in pursuit of status for the perception of benefits that DL has stated directly they are increasing efforts to monetize instead of give away, particularly upgrades.
