That's my assumption.

We're all guessing here, but I suspect it will be more likely a reduction in frequencies to certain spoke destinations where there are multiple flights rather than elimination of single routes.

To the extent United has control, I would hope they would consider some rotation - e.g., cut 1 of 4 flights to XXX on Monday and Thursday, cut 1 of 4 to YYY on Tuesday and Friday, etc.
