This is not a true statement. being able to cancel for refund is not the same as not being able to get a refund

If not being able to get a refund is an isste, then buy a slightly more expensive fare that does allow most of the fare to be refunded

There are non refundable fares that allow changes

If booking an expensive non refundable fare, then perhaps take out travel insurance to cover unexpected situations
