A e-ticket can have up to 16 segments. Hence 15 stops
A PNR can have multiple e-tickets for 1 person and/or be for multiple persons.
A PNR is in some ways just the manila (electronic) envelope with the all e-tickets inside.
If the e-ticket has flights for several airlines the other airline may have its own separate PNR
