Usually clearing from PY with O-0 so likely Revenue Management doesn't think they can sell another J seat but can sell another PY seat, or another full Y seat and it cascades.
I don't think "RM can do whatever they want at any time" is a reason to contradict the published and enforced "upgrades stop clearing at T-36" and confuse people reading the forum.
There are plenty of things that plenty of agents might do on occasion for reasons. But that doesn't mean the rules aren't the rules.
