You certainly can - but the parts of your original ticket that were non-refundable will remain non-refundable.
The non-refundable parts of the ticket you currently have will never be refundable. If you "buy up" to a more expensive (refundable) ticket, then the best you can hope for is that the extra amount you paid would be refunded to you; the original non-refundable parts will remain non-refundable.

No. You are bound by the terms of the ticket you originally bought. .
If the non-refundability of "cheap" tickets could so easily be defeated, there would be no point for the airlines to offer "cheap" tickets anymore; their customers could make every ticket - even "cheap" non-refundable ones - fully refundable
