This is the case for every hotel I tried in Oman. I have read it is a rule from the Ministry of Tourism - regardless, it’s a very annoying paradigm that makes me not want to visit again. That short walk outside the gates of these hotels is both hot and demeaning.
Ended up just booking a new rental car. Annoyingly Sixt, which used to be great has become a bit scammy at MCT (most cars dont confirm and they cancel your reservation and auto book you into a much higher price range without much notice) so had to use Europcar.
