Brokers are certainly a thing, and they do have a few tricks up their sleeves. The tricks are likely different airline to airline.

At a point last minute award releases on JAL F dried up completely, rumours were that the brokers would book full flex cash tickets to hold the seat, then cancel on short notice and unsold F would be reliably released for awards. Last minute F awards disappeared completely, and then became more random, so there could be a point to the story. Brokers are in it for the profit, so they would not try their luck they need to make it work by far most of the time. If they get caught out to often, and either don't have the seat, or have to get a cash seat, they go broke. (pun intended)

Generally, though, I don't think, even with the Cap1 transfer option added, that the rules and workings of JMB makes it an attractive program for brokers to operate in. But I am not a broker, so I can only guess.

Why do people post that they are cancelling? Old habits die hard, and it is always worth the try.....
