Not OP, but I wonder if ticket stock matters here?
Pre Oct 1, wasn't it only HA ticketed HA operated awards that could be upgraded?
Now that we are Post Oct 1, I wonder if AS-ticketed awards which are HA operated can now be upgraded. I would think the request would need to be lodged with HA, too, not AS, in case there's still a difference in systems/process. For example, maybe the HA agent knows the correct sub-system or list to enter a customer onto--and the only list the right HA staffer will see when it's show time.

I think I can help here. In my case, the system (much to my surprise) eventually pulled the earliest expiring ones, first. I think this is the outcome you were hoping for?
