On mainline flights, the FAs may allow a tagged bag on if open bin space is visible from the boarding door, and will give the tag back to the GA to delete. I wouldn't be surprised if some or all of the regional airlines don't allow their FAs the same flexibility. In a lot of aspects, the regional airlines tend to be a bit more stringent with their processes.
