I've always directly called the call centre in the airline's home territory to get any issues resolved. Since I'm on central european time, calling the Taipei office has never been an issue for me.
Calling US toll free does avoid VOIP charges.
Even though calling Taiwan for an hour only costs US$1 on Google Voice.
But in times of stress e.g Ragasa on CX, calling direct into local call centre is really required.
