I couldn’t get one because they changed the rule last year.
What were the changes? Mrs. Majuki was born in Taiwan and has a valid L visa (that she has used) in her US passport. Granted, neither of us has been to Mainland China since prior to 2020.

I'm also surprised that there aren't issues doing a TWOV while simultaneously being refused a visa for the same passport. Perhaps there is more scrutiny with the visa issuance?
