US Flight Segment Tax inconsistent in new booking vs change on AS intl

Not sure if this is a website or faring issue, but I ran into a situation I haven't seen before while helping a friend with a SEA-LAX-BZE-LAX-SEA itinerary today. It was booked as a roundtrip with a companion fare in O class. We were trying to change the return to N class to apply an upgrade certificate. The price difference if booking new on the website was showing as $80, however when trying to change the flight (via agent or website), it was coming up as $90.40, plus another $10.40 for the companion. Looking at the breakdowns, the difference is in the United States Flight Segment Tax Domestic (ZP) - it appears to be added for 2 segments on the exchange but not on the new ticket purchase.

And here's the payment summary shown after doing the exchange to change the first fare to the second; notice the additional ZP in each ticket.



I'm assuming that this ZP tax should technically apply to both SEA-LAX and LAX-SEA segments, so the exchange is correct, but the initial faring is not? Or is the exchange handling this incorrectly? Anyone seen this before or have any idea what's going on?
