YMMV, I guess. I tried to book a refundable pay-now hotel via the Delta Stays/Expedia site, and there was a note on top of the checkout page that indicated that it did not qualify for AmEx Delta Stays credit.
A small subset of hotels can be booked via Delta stays, but they do not participate in the MQD promo (probably, higher fee for the hotel) - then you see this warning.
By the way, as a data point: I cancelled a refundable pre-paid hotel for which the AmEx credit was already given, Then I immediately booked the same hotel at the cheaper rate. The credit remained.
