YMMV, I guess. I tried to book a refundable pay-now hotel via the Delta Stays/Expedia site, and there was a note on top of the checkout page that indicated that it did not qualify for AmEx Delta Stays credit.
Well, I just tested with the above reservation example, and if select "Pay now" option is says it is eligible and only say it is ineligible if I select the "Pay deposit" option. I suggest you try again with "Pay now" option and see what it says.
