TSA don’t manage immigration and customs - that is CBP, so there should be no extraordinary queues resulting from CBP staffing.

The bigger issue is ATC delays which seem to be progressively getting worse with each week during the shutdown. That is causing arrival delays into the airports and on the ground. Once you are at the gate, getting landside should be no worse than usual.
