I was once able to check in at 9 for 1 PM flight at YVR for AC transborder
Just want to report my experience in September:

Went to the Business Check-in at YYT - they refuse to check my bag, saying that they have to adhere with the 4 hour policy.

Subsequently went to the machine, and magically it let me print my boading pass and tag, went to another agent and sent the bag 6/7 hours early.
