Bug. It has been around for quite a while! I reported but they don't fix. 😡
You will have to use the credits on different reservations, one for each passenger.
Also watch out that if you use multiple credits on one ticket, the eTicket email displays the wrong numbers. The actual charges and credit consumptions are correct, but the amounts that email reports are incorrect. Kind of a pain if reimbursing.
